By 1948, the hospital is said to have had an average patient census of almost 4000, and overcrowding was a major concern. Building #39 was the first new building constructed after World War II and was started in 1950. It was planned to serve as a criminal service facility. At the time of it's opening in 1952, it provided 240 beds.
