Dr. Hartmann was born in Vienna, Austria, and pursued his undergraduate studies at Harvard before earning his M.D. in 1965. As a Rhodes Scholar at Oxford, he also obtained an M.A. He completed his internship at the University of California, San Francisco, followed by a psychiatric residency at the Massachusetts Mental Health Center, where he specialized in child psychiatry. His career included faculty positions at Harvard Medical School and the Massachusetts Mental Health Center, as well as serving as a consultant to the Boston Public Schools.
Actively involved in psychiatric organizations, Dr. Hartmann was a member of the APA Assembly from 1976 to 1985 and later served on the APA Board of Trustees as Speaker of the Assembly from 1981 to 1982. He was also the Founding Director of APPI Press during that time. Dr. Hartmann later became Vice President of the American Psychiatric Association and served as its President from 1991 to 1992.
